Two people... the man in the picture is wearing a navy cap ( an anchor insignia and two black stripes on the cap) the lady behind wears "mompe."
mompe dress... this is a kind of pantalones (pants) because it is easier to move in mompe than in kimonos. During the war this dress was recommended ( actually a must) by the government.
